The engine will turn over without struggle but that's it. I just replaced the starter - thinking that was the issue - and after a mechanic shop installed the new starter the FJ ... It's my wife's DD that our inlaws drive during weekdays since they watch our kids, I drive it most weekends. My wife hasn't noticed the problem before either.
